Weather Control + New VFX

Shipped a focused weather pass:

• Admin weather override in the Config panel (set kind, severity, duration).
• RAIN now uses the CodePen-style drop/stem/splat effect for better realism.
• STORM uses a dedicated canvas lightning + rain system, separate from regular rain.

If you want intensity sliders or fog/mist layered on storms, say the word.
